ZZP Deskundigenpanel reageert weer op nieuwe stelling (+REAGEER!)

Het deskundigenpanel van ZZP Netwerk Nederland heeft zich weer gebogen over een stelling, uiteraard ook deze weer op basis van een stukje actualiteit. Want er wordt steeds vaker gesproken over de (on?)terechte betutteling van ZZP’ers. Met name vanuit de overheid. Wat vindt ons panel ervan? 
 
Stelling:
 “Ondernemende ZZP'ers willen beslist niet betutteld worden, onder andere door de overheid. Maar hoezo wordt de ZZP'er betutteld? En wat is er eigenlijk mis met een beetje extra aandacht en ondersteuning?”

Hoezo wordt de ZZP’er betutteld? Je kunt alleen betutteld worden als je dat zelf toestaat. Wij zelfverzekerde zelfstandige professionals hebben helemaal geen tijd voor die onzin, toch? Ik ben blij dat ZZP Netwerk Nederland wat doet aan de beeldvorming van onze groeiende groep zelfstandigen, want ook mij is het al jaren een doorn in het oog dat ZZP’ers vaak worden beschouwd als een sneue soort. Al begrijp ik het wel: wij hebben te lijden onder het volstrekt verouderde imago van de enkeling die een “bedrijfje” runt “om iets om handen te hebben”. Overheid: open je ogen en ga serieus in gesprek met ZZP’ers!

Het woord betutteling heeft een wat negatief karakter. Persoonlijk herken ik me ook niet in een "betuttelende" overheid. Er is niets mis met aandacht en ondersteuning van de overheid, mits het een keuze blijft van de ondernemer/ZZP’er en onafhankelijkheid gewaarborgd blijft. Laten we gebruik maken van de mogelijkheden die geboden worden en van 2010 een sprankelend en ondernemend nieuw jaar maken.
 
Enno Aerts van AertsInterim:
Van pamperen wordt je geen zelfstandig ondernemer. Maar wel graag de wet- en regelgeving zo maken dat het ondernemersklimaat aantrekkelijker wordt. Zeker voor ZZP’ers. Onder de paarse kabinetten is hier al een goede stap in gezet. Nu graag de lijn doorzetten. Te denken valt o.a. aan het laten vervallen van de VAR en de mogelijkheid om mee te doen met collectieve verzekeringen. Door goede ervaringen zijn de KvK en de belastingdienst voor mij een goed voorbeelden hoe het kan. Mijn ervaring is dat deze instellingen weet wat de vraag van de klant is en daar goed op inspeelt.
 
Het kabinet Balkenende IV wil meer rekening houden met de belangen van ZZP’ers. Dat is niet vreemd want ondernemen is in trek en ZZP’ers zijn een factor van betekenis geworden. Ook voor de FNV - die met teruglopende ledenaantallen kampt- is het een interessante doelgroep. Zij heeft de FNV Zelfstandigen opgezet met als doel de positie van de kleine zelfstandigen te verbeteren. Voorzitter Spanjers laat zijn spierballen zien en brengt maar liefst 23 punten naar voren van uiteenlopende thema’s. Wat de prioriteiten zijn is (daardoor) onduidelijk. Bottum line is dat de ZZP’er wordt benadeeld. Hoogste tijd dus om het regeltjesvangnet op te hangen. Maar mijnheer Spanjers, is de essentie van (ik ga het gewoon zeggen) zelf-stan-dig-on-der-ne-mer-schap niet dat wij dit zelf regelen? Ik geloof dat ik prima in staat ben mijn eigen belangen te behartigen. Dat noemen we ondernemen.

Nee, dank je wel. Mijn keuze voor ondernemerschap komt direct voort uit mijn behoefte aan VRIJHEID. Ik bepaal zelf wat ik doe, hoe ik dat doe, met wie en wanneer. En natuurlijk is dat een idee-fixe (er is immers ook nog zoiets als een klant en markt…). Maar, de laatste tijd vertelt een groeiend aantal instanties & commerciële organisaties mij wat goed is. En waarom? De ZZP’er is business, voor de overheid, voor het bedrijfsleven, voor al die verenigingen met teruglopende aantallen leden. Het is ronduit irritant.

Ik denk dat er vooral een gedachtegeschil is tussen de overheid en mensen die zelf verantwoordelijkheid kiezen. De overheid is vol goede bedoelingen, zonder zich af te vragen of ZZP’ers en vele anderen dit net zo waarderen als de overheid zelf. De extra 'aandacht en ondersteuning' zie ik vaak meer als beperkingen en verplichtingen: aandacht en ondersteuning dient vrijblijvend te zijn, te verkrijgen op eigen verzoek.
Zelf verantwoordelijkheid nemen voor je eigen acties mag veel sterker worden aangemoedigd door de overheid. Helaas bestaat deze overheid ook voor het grootste deel uit mensen die eigen verantwoordelijkheid vaak uit de weg gaan. Mensen met deze mentaliteit menen er goed aan te doen alles voor iedereen te regelen omdat ze het zelf prettig vinden dat alles voor hen geregeld is.
 
Ik wil door niemand betutteld worden. Niet als persoon en ook niet als ZZP’er. Eerlijk gezegd heb ik niet echt last van betutteling van de overheid en op hun aandacht zit ik niet te wachten. De wet- en regelgeving is wel behoorlijk complex en daar moet beslist verandering in komen, maar dat geldt voor het hele bedrijfsleven, niet specifiek voor ZZP’ers. Daarmee zou de overheid het ondernemerschap aantrekkelijker maken en stimuleren.

Niemand wil betutteld worden, en zeker niet door onze geliefde overheid. Betutteling is gewoon niet okay, en leidt tot niets.
In het 2e deel van de stelling ligt zeker wel een punt. Het gegeven ZZP’er is nog onvoldoende ingeburgerd en het zou goed zijn dat de overheid deze arbeidsgroep de juiste plek in onze maatschappij gaat geven. Wij ZZP’ers dragen ons steentje bij; en ik geloof dat vriend J.H.Donner zowaar ook wakker aan het worden is. Daar is betutteling niet nodig - zoveel regels hebben we niet nodig.
